Terrorist threats to Sri Lanka are minimal

Sri Lanka has been recognized as one of the countries with the lowest terrorist threats in the world, according to the Global Terrorism Index (GTI) 2025.

The Institute for Economics and Peace (IEP) has published the annual Global Terrorism Index 2025, in which Sri Lanka ranked 100th with a score of zero and was classified as a country with «no impact» of terrorism.

The number of countries experiencing at least one terrorist incident increased from 58 to 66, the most countries affected since 2018. 

In 2024, more countries deteriorated than improved for the first time in seven years, with 45 countries reporting a higher impact from terrorism, while only 34 showed improvement.

The index, published by the Institute for Economics and Peace, assesses the impact of terrorism worldwide, covering 163 countries and 99.7% of the global population.

The 2025 rankings indicate that Burkina Faso holds the highest terrorist risk, followed by Pakistan in second place and Syria in third.

This marks a notable shift from 36th place in 2023, demonstrating a 64-place improvement—the highest advancement in the South Asian region.

The report highlights that Sri Lanka and Bhutan are the only countries in South Asia with no reported terrorist attacks in the last five years.

Of the seven countries assessed in the region, only Bhutan and Sri Lanka have a GTI score of zero, meaning that it has not recorded a terrorist attack in the past five years.

Nepal is the third least impacted country by terrorism in the region, scoring 1.113 and ranking 68th globally, followed by Bangladesh.

Furthermore, it confirms that terrorism-related threats in Sri Lanka have consistently declined since 2019.

The Global Terrorism Index is a comprehensive study that analyses the impact of terrorism on 163 countries, covering 99.7 percent of the world’s population.

The report indicates that Sri Lanka has significantly improved, dropping 64 spots in the index within a year, thereby lowering the risk of terror threats within the island nation.

The index measures the level of terrorist activity within a country by the number of terrorist attacks that have occurred, the number of deaths and injuries, and the level of material damage.

The higher the ranking, the higher the risk of terrorist attacks in a given country.

In 2024, South Asia was the region with the highest average GTI score, a position it has held throughout the last decade,” states the 2025 report.
